Colleen Setzer - County Clerk MEET YOUR COUNTY CLERK, COLLEEN SETZER

Siskiyou County Clerk/Registrar of Voters Colleen Setzer was first elected to office in 1998 and has been re-elected in 2002, 2006 and 2010. Colleen is a Siskiyou County native and lives in Yreka with her husband, Pete. She prides herself on providing the most efficient service possible and doing business in a helpful, friendly manner.

Welcome to the Siskiyou County Clerk's web information!

The County Clerk's Office provides several services, including serving as the Registrar of Voters, elections administration, Clerk to the Siskiyou County Board of Supervisors and Clerk to the Assessment Appeals Board.  Additionally, the County Clerk serves as the Filing Officer for the Form 700, Statement of Economic Interest, for officials designated in the Siskyou County Conflct of Interenst Code.

Conflict of Interest Code – Office holders for the positions listed in the County’s Conflict of Interest Code are required to file a Form 700 Statement of Economic Interest, and copies are available at the Siskiyou County Clerk’s Office.

In addition to the officials listed in the Siskiyou County Conflict of Interest Code, the following local offices are required to file a Form 700 with the County Clerk pursuant to Government Code Section 87200: Members of the Siskiyou County Board of Supervisors, Members of the Siskiyou County Planning Commission, Siskiyou County District Attorney, County Counsel, Siskiyou County Treasurer/Tax Collector, and the Siskiyou County Administrator. These filers are required to file their Form 700 annually, no later than March 1st of each year. Copies of these filers’ Form 700’s are available at the Siskiyou County Clerk’s Office, or in some cases, available through the California Fair Political Practices Commission in electronic format.

The County Clerk's Office issues marriage licenses, performs civil wedding ceremonies, and deputizes persons to officiate at a civil marriage ceremony.  the Clerk's Office is also responsible for registering Process Servers, Unlawful Detainer Assistants, professional photocopiers and  Notaries Public.  The Clerk's Office is an acceptance agent for passport applications and accepts filings for Fictitious Business Name Statements.

Clerk to the Board of Supervisors

Siskiyou County Clerk Colleen Setzer serves as the Ex-Officio Clerk to the Siskiyou County Board of Supervisors. The Clerk's Office is responsible for ensuring agenda items meet county submission standards, publishing notices of public hearings, organizing and distributing Board Agendas, and compiling and distributing meeting minutes. The Clerk's Office also maintains Board related records and monitors membership and appointments to various board-appointed committees. The Clerk of the Board also accepts filings for Claims Against the County.

Additionally, the Clerk of the Board maintains the Siskiyou County Code.

Clerk to the Assessment Appeals Board

The County Clerk's Office provides staff support to this Board that hears requests for changed assessment of property tax assessed by the Assessor. Marriage Information

A California Marriage License is valid for use in the state of California only. Only unmarried persons may purchase a license to marry in California. There is no residency requirement or waiting period between the purchase of a marriage license and the ceremony. A marriage license is valid for 90 days from the date of purchase, which means that the couple must have a ceremony within those 90 days. State statutes provide that first cousins may legally marry in California.

California Marriage Requirements:

  • No blood tests are required
  • You do not have to be a California resident to marry in California.
  • There is no waiting period between receipt of a marriage license and the ceremony.
  • No particular format for a ceremony is required.
  • First cousins may marry in California.
  • Only unmarried persons may purchase a license to marry in California.
  • "Common Law" marriage or marriage by "proxy" is not allowed in California.
The Name Equality Act of 2007 allows one or both applicants for a California marriage license to elect to change the middle and/or last names by which each party wishes to be known after solemnization of the marriage. There are two types of marriage licenses available through the Siskiyou County Clerk's Office:

Public Marriage License

This document is a public record and filed with the County Recorder's Office and the State of California. This license can be used throughout the state of California. FEE: $70.00 - cash or money order only

Requirements to Purchase a Public Marriage License:
  1. Both parties must appear in person in the Clerk's Office at the same time to purchase the license.
  2. Must be 18 years or older.
  3. Present valid photo ID with birth date on it, such as a drivers license.
  4. If a previous marriage has ended in the prior 12 months, provide paperwork verifying date the marriage ended.
Confidential Marriage License

This document is not a public record and is filed in the County Clerk's Office. Access to the record is limited to the parties of the marriage or by order of the Superior Court. This license can be used only in Siskiyou County. FEE: $78.00 - cash or money order only

Requirements to Purchase a Confidential Marriage License:
  1. Couple must be living together as a married couple.
  2. Both parties must appear in person in the Clerk's Office at the same time to purchase license.
  3. Must be 18 years or older.
  4. Present valid photo ID with birth date on it, such as a drivers license.
  5. If a previous marriage has ended in the prior 12 months, provide paperwork verifying date the marriage ended.
  6. Couple must be married in Siskiyou County.
Certified Copy of Confidential Marriage License

A certified copy of this document may be obtained only by a party to the marriage or by order of the Superior Court. Either party to the confidential marriage may obtain a certified copy from the County Clerk's Office by doing one of the following:
  1. Completing the original application for the certified copy provided at the time the marriage license was issued and mailing it with the required fee of $14.00 to the Siskiyou County Clerk's Office, 510 N. Main Street, Yreka, CA 96097.
  2. Appearing in person at the County Clerk's Office, filling out the request form, providing valid photo identification, and paying the fee of $14.00.
  3. If unable to appear in person and unable to use the original application for the certified copy, a person may appear before a Notary Public or County Clerk in his or her county of residence with proper identification and obtain a Certificate Attesting to Identity. Mail the certificate, together with a written request for the certified copy and the fee of $14.00 to the Siskiyou County Clerk's Office, 510 N. Main Street, Yreka, CA 96097.

Civil Marriage Ceremony:

Staff from the County Clerk's Office is available on Friday afternoons to officiate at civil marriage ceremonies. An appointment for a marriage ceremony is required and can be arranged by calling the Clerk's Office at 530-842-8084. FEE: $66.00 - cash or money order only

Deputy Commissioner of Civil Marriages:

This commission provides for a person over the age of 18 to be deputized by the Siskiyou County Clerk's Office to preside at one civil marriage ceremony. An appointment to be deputized is required and can be arranged by calling the Clerk's Office at 530-842-8084. FEE: $75.00

Updates and corrections occur on a regular basis and we have tried to ensure that the information in this electronic database is accurate. The “Official Index” and original filed FBNs are available for review in the County Clerk’s Office during regular business hours. If an official, certified record or record search is needed, please contact us for more information.

The FBN database only contains records filed in Siskiyou County. FBNs are filed at the county level, so businesses in Shasta County, for example, will not appear in our database. If you are interested in a business based in another county, please contact that county.
