Siskiyou County Courthouse, Randolph Collier MemorialThe Siskiyou County Administrator's Department is responsible for six major functional areas:  Budget, General Administration, Personnel, Purchasing, Risk Management and Workers' Compensation. In addition to these major functions, the Department also has oversight responsibility for a number of programs/cost centers.

BUDGET/GENERAL ADMINISTRATION - This function covers development and maintenance of the County budget, advice to the Board of Supervisors and departments concerning all aspects of governmental operations, purchasing oversight for the county, oversight for a number of budgets/cost centers including: capital projects (courthouse construction, criminal justice construction and Accumulative Capital Outlay funds), data processing, and general county fire and emergency medical services. The majority of staff time is spent in areas related to advising the board and department heads in budgetary matters and general government day-to-day county operations.

PERSONNEL SERVICES - This function includes recruitment and testing, classification, employee/employer relations, employee benefits, employee orientation, organizational development/training, performance evaluations, and offering advice to operating departments concerning personnel and labor relations related matters. RISK MANAGEMENT - Efforts in this area center around managing the County's liability insurance program and managing its mandated safety program.

WORKERS' COMPENSATION - Workers' compensation is one of the County's self-insured insurance programs. Staff processes claim forms, advises departments and employees as to processes and procedures, works with California State Association of Counties (CSAC), Excess Insurance Authority, and the third party administrator to process claims and provides record keeping of all claims and fiscal oversight for the program.

WE ARE HERE TO SERVE THE PUBLIC BY:

Developing the County budget. This includes working with operating departments to develop their individual budgets as well as the various budgets that this Department oversees. Staff monitors and makes recommendations for budget changes throughout the fiscal year.

Providing staff management and oversight for the Board of Supervisors' budget, personnel/labor relations program, risk management program, purchasing program, workers' compensation program, legislative program, as well as the other cost centers managed by this department.

 Providing staff time necessary to review and make recommendations on issues requiring Board of Supervisors' attention. Staff supports board members in areas of general/specific county operations, budgets, and general administration.

 Providing support to operating departments for any questions concerning operations, budgets, and general county administration.

 Providing staff time necessary to research and provide recommendations to the board concerning proposed state and federal legislation.

 Working with California State Association of Counties (CSAC) and other state/regional associations on legislative and policy issues directly affecting County operations and fiscal activities.

 Representing the County and the board at legislative hearings, before other governmental agencies, service groups, and community organizations.

 Representing the County and the board in negotiating for acquiring and disposing of property, negotiating leases and concessions, and negotiating revenue distributions in annexations.
